One Piece Manga Chapter 199

Pell saves Vivi, bringing her to the palace where all of Luffy’s crew, injured from their own battles, have gathered. Luffy apologizes for his previous defeat and, with his crew’s support, declares that he’ll change everything. He then confronts Crocodile on the palace rooftop. To Crocodile’s surprise, Luffy is able to hit him using a barrel of water he brought with him. Luffy realizes that water is Crocodile’s weakness, which is why Crocodile stole the rain from the kingdom.
